Notice of Utility Bill Fee Updates Beginning This Spring
Dear Customers:
The City of Oxnard accepts online utility bill payments via credit card and eCheck, or over the phone, using a third-party payment processing service provider that charges the City a service fee for these payments.
The City previously paid for the customer’s service fees for these payment methods. However, in 2024 the City Council adopted Resolution No. 15,762, ending this subsidy. As a result, beginning Spring 2025, customers will be responsible for paying the service fee for each credit card, eCheck, and phone payment.
No fees apply to the following payment options:
- Automatic bill payments that are linked to a checking or savings account (sign up here)
- Check payments by mail
- In-person cash, check, or credit card payment at the City Service Center
- Payment using the drop box outside the City Service Center
Many 7-Eleven stores also accept cash payments and charge a service fee of $1.49. A list of participating locations is available at www.paynearme.com/locations.

The City uses the Click2Gov Customer Information System for customers to view their utility bills over a secure Internet connection.
This service allows utility customers to view current account information, billing history, and service and consumption summaries online.
Please note this online system is unavailable from
2 a.m. – 3 a.m. daily for maintenance.
