Instructor-Led Training
The Learning and Development team offers in-person or virtual instructor-led training regularly. Training topics are inspired by the City of Oxnard’s Competencies for employees and supervisors. Every training provides participants with an overview of the topic, helpful frameworks, and opportunities to ask questions and practice with peers.

On-Demand Training
NEOGOV Learn is the City of Oxnard’s online learning management system (LMS). Learn offers hundreds of courses on various topics that you can access from anywhere and complete at your own pace.
Through the Learn LMS, we can:
- Access and enroll in a library of eLearning on topics ranging from safety to computer skills to management topics.
- Allow City employees to enroll in in-person training and receive calendar invites and reminders.
- Connect learning opportunities to development goals set forth during the annual evaluation process or through individual development plans.

Mandatory Training
All City of Oxnard employees must complete specific training courses at key times during their tenure with the organization. Mandatory training may be required by federal or state law, such as Harassment Prevention for CA Employees and Supervisors. Mandatory training is designed to help employees understand standard expectations to meaningfully participate in a safe, ethical, efficient, and welcoming workplace.
The section below outlines the minimum requirements for mandatory training for employees and supervisors. Additional mandatory training may be assigned by your department depending on your role and responsibilities.

- New Employee Orientation
- Completed upon hire
- Harassment Prevention for CA Employees
- Completed upon hire and again every two years thereafter
- Injury & Illness Prevention Program (IIPP)
- Completed upon hire and again upon any changes or updates to the program
- Cybersecurity
- Completed on an annual basis
- Quarterly Orientation
- Completed within first four months of hire
- Performance Evaluations & Competencies

Supervisors
All training for employees, as well as:
- Harassment Prevention for CA Supervisors
- Completed upon hire or promotion and again every two years thereafter
- Supervisors’ Bootcamp
- Completed within first year as a supervisor
- Reasonable Suspicion for Drug and Alcohol Testing
- Completed upon hire and again every two years thereafter
- Harassment Prevention for CA Supervisors
