City of Oxnard Hosts Groundbreaking Ceremony for $134.5 Million Rice Ave. and Fifth St./State Route 34 Grade Separation Project

OXNARD, Calif. – The City of Oxnard will host a groundbreaking ceremony on Friday, Feb. 21, 2025 at 10 a.m. at the site of the future $134.5 million project, located at the southeast corner of Rice Ave. and Fifth St./State Route 34 in Oxnard. Construction is expected to begin March 2025 and be completed by 2029.

“The importance of this project to our City cannot be overstated, as it plays a crucial role in enhancing public safety. We sincerely appreciate the continued efforts of our state legislature and agency partners, who are committed to collaborating on these important improvements in Oxnard,” said Mayor Luis Mc Arthur.

The City, in cooperation with the California Department of Transportation (Caltrans) and the County of Ventura, will construct a new six-lane bridge on Rice Ave. to grade-separate it from the Fifth St./State Route 34 intersection and Union Pacific railroad crossing. This project will improve commuter safety as motorists, bicyclists and pedestrians will no longer cross over the railroad tracks in an intersection designated by the state as the fourth most dangerous crossing. This project will also relieve traffic congestion, reduce vehicle emissions, stimulate commerce by facilitating access to the Port of Hueneme and benefit railroad operations.

“Since I came into the Assembly, the Rice Avenue intersection has been a priority.  There were far too many accidents and, unfortunately, fatalities due to the dangerous railroad crossing.  When the opportunity arose to advocate to bring over $100 million in state transportation funding to address this, I jumped at the opportunity.  I want to thank the City of Oxnard, Ventura County, Ventura County Transportation Commission (VCTC), and Caltrans for working hard over the past decade to get this project to construction.  Today marks the beginning of long-awaited improvements that will eliminate conflicts between rail and vehicular traffic, ultimately saving lives and preventing future injuries,” said Assemblymember Jacqui Irwin. 

“This groundbreaking celebrates over ten years of collaborative efforts complying with federal and state requirements to deliver on the City’s commitment of eliminating conflicts between trains, vehicles, truck traffic, and pedestrians at this intersection,” said Debbie O’Leary, City of Oxnard Transportation Planner, who has led the project since 2018.

The $134.5 million investment is funded by State and Federal grants aimed at enhancing safety, infrastructure and transportation, including approximately $107 million from the Trade Corridor Enhancement Program; $15 million from the Port and Freight Infrastructure Program; and an additional $12.5 million combined from the Surface Transportation Program, Grade Separation Program Section 190, Department of Water Resources, Safe Transportation of Energy Products, and Development Impact Fees.

La Ciudad de Oxnard organiza la ceremonia de inauguración para el proyecto de separación de grados de Rice Ave. y Fifth St./Ruta estatal 34 de $134.5 millones

OXNARD, Calif. – La Ciudad de Oxnard organizará una ceremonia de inauguración el viernes 21 de febrero de 2025 a las 10 a.m. en el sitio del futuro proyecto de $134.5 millones, ubicado en la esquina sureste de Rice Ave. y Fifth St./Ruta estatal 34 en Oxnard. Se espera que la construcción comience en marzo de 2025 y esté terminada en 2029.

“No se puede subestimar la importancia de este proyecto para nuestra ciudad, ya que desempeña una parte crucial en la mejora de la seguridad pública. Apreciamos sinceramente los continuos esfuerzos de nuestra legislatura estatal y agencias asociadas, quienes están comprometidos a colaborar en estas importantes mejoras en Oxnard”, dijo el alcalde Luis Mc Arthur.

La Ciudad, en cooperación con el Departamento de Transporte de California (Caltrans) y el Condado de Ventura, construirá un nuevo puente de seis carriles en Rice Ave. para la separación a nivel de la intersección con Fifth St./Ruta estatal 34 y el cruce ferroviario Union Pacific. Este proyecto mejorará la seguridad de los viajeros ya que los automovilistas, ciclistas y peatones ya no cruzarán las vías del tren en una intersección designada por el estado como el cuarto cruce más peligroso. Este proyecto también aliviará la congestión del tráfico, reducirá las emisiones de los vehículos, estimulará el comercio al facilitar el acceso al Puerto de Hueneme y beneficiará las operaciones ferroviarias.

“Desde que entré a la Asamblea, la intersección de Rice Avenue ha sido una prioridad.  Debido al peligroso cruce ferroviario se han producido demasiados accidentes y, lamentablemente, fallecimientos.  Cuando surgió la oportunidad de abogar para recaudar más de $100 millones en fondos estatales de transporte para abordar este problema, aproveché la oportunidad.  Quiero agradecer a la Ciudad de Oxnard, el Condado de Ventura, la Comisión de Transporte del Condado de Ventura (VCTC, por sus siglas en inglés) y Caltrans por trabajar duro durante la última década para llevar a cabo la construcción de este proyecto.  Hoy marca el comienzo de las mejoras tan esperadas que eliminarán los conflictos entre el tráfico ferroviario y vehicular, y en última instancia salvarán vidas y evitarán lesiones futuras”, dijo la asambleísta Jacqui Irwin.

“Este inicio de obra celebra más de diez años de esfuerzos de colaboración para cumplir con los requisitos federales y estatales para cumplir con el compromiso de la Ciudad de eliminar los conflictos entre trenes, vehículos, tráfico de camiones y peatones en esta intersección”, dijo Debbie O’Leary, planificadora de transporte de la Ciudad de Oxnard, quien ha dirigido el proyecto desde 2018.

La inversión de $134.5 millones está financiada por subvenciones estatales y federales destinadas a mejorar la seguridad, la infraestructura y el transporte, incluidos aproximadamente $107 millones del Programa de Mejora del Corredor Comercial (TCEP, por sus siglas en inglés); $15 millones del Programa de Infraestructura Portuaria y de Carga (PFIP, por sus siglas en inglés); y $12.5 millones adicionales combinados del Programa de Transporte de Superficie (STP, por sus siglas en inglés), la Sección 190 del Programa de Separación de Grados, el Departamento de Recursos de Agua (DWR, por sus siglas en inglés), el Transporte Seguro de Productos Energéticos, y las Tarifas de Impacto en el Desarrollo.
