Council Priorities
With feedback from more than 2,000 community members, the Oxnard City Council adopted its 2021-2025 Five-Year Priorities on March 16, 2021. Due to the impacts of the pandemic, the Council extended its priorities through 2027.
The Council determined the following 25 items as priorities within the following five categories:
- Restore and enhance youth programs and launch the Oxnard Arts Academy for local youth in South Oxnard
- Restore and enhance senior programs and build the Council-approved new Senior Center
- Continue to address homelessness in Oxnard
- Build an Aquatics Center in South Oxnard
- Create process to study PACC and reopen the Carnegie Art Museum
- Focus on business retention and expansion and new business attraction
- Train and prepare residents for employment at local businesses through the Oxnard Employee Pipeline
- Revitalize Hueneme/Saviers/Pleasant Valley/Channel Islands corridor
- Renovate 4th St. between Downtown and train station to create a safe connection between the transit center and downtown
- Create a new Zócalo in South Oxnard
- Maintain 911 emergency response times
- Maintain fire protection services
- Restore Neighborhood Police program
- Restore and possibly increase paramedic squads
- Create a modern disaster preparedness program to prepare the City for response and recovery from earthquakes,flooding and other disasters* Modest and incremental implementation of security cameras; data-driven by OPD* Modest and incremental implementation of lifeguard program
- Restore proper street paving cycle
- Restore proper maintenance of parkways and medians, tree trimming cycle, and clean up the gateways to the City
- Ensure adequate future water supply
- Repair alleys
- Repair seawalls
- Secure long-term financial sustainability
- Replenish the City’s financial reserves and establish sufficient reserves to respond to disasters such as earthquakes andfloods
- Invest in appropriate staffing levels to get the job done
- Strengthen the City’s cybersecurity
- Invest in staff training and development
