The City Council is the legislative body of the City of Oxnard. It consists of an at-large elected Mayor holding a four-year term and six council members elected by district for four-year staggered terms.
City Council meetings are typically held on the first and third Tuesday of each month at 6:00 p.m. City Council Committee meetings are typically held on the second and fourth Tuesday of each month beginning at 5:00 p.m.
Mayor
John C. Zaragoza was elected to a four-year term as Mayor of the City of Oxnard on November 3, 2020, and took his oath of office on December 15, 2020. In 2008, Ventura County voters elected John to represent them on the Board of Supervisors for the Fifth District, and re-elected him two times in 2012 and 2016.

Mayor Pro Tem, District 4
Bryan A. MacDonald was first elected to the Oxnard City Council in November 2008, and re-elected three times in 2012, 2016 and 2020. On December 15, 2020, Mr. MacDonald was appointed Mayor Pro Tem and represents District 4.

District 1
Bert E. Perello was elected to the Oxnard City Council in June 2013 to serve the remainder of the term vacated by Tim Flynn upon his election as Mayor in November 2012. Councilmember Perello was elected to serve his first full term as a councilmember in 2014 and re-elected in 2018 in the first by-district election. He was re-elected November 8, 2022, to serve a four year term.

Gabe Teran was elected to the Oxnard City Council on November 2, 2021 for Council District 2 for a term of one year. He was re-elected November 8, 2022, to serve a four year term.

Oscar Madrigal was elected to the Oxnard City Council in November 2016 and re-elected November 2020 to serve a four year term.

Gabriela Basua was elected to the Oxnard City Council in November 2018. She was re-elected November 8, 2022, to serve a four year term.
