Oxnard Housing Authority PHA 5-Year and Annual Plan 2025-2029
NOTICE OF 45-DAY PUBLIC COMMENT AND REVIEW PERIOD FOR THE OXNARD HOUSING AUTHORITY 5-YEAR AND ANNUAL AGENCY PLANS; AND NOTICE OF PUBLIC HEARING On November 28, 2024, The Housing Authority of the City of Oxnard (OHA) will publish proposed amendments to the Agency’s 5-year and Annual Plan for public review online and at the following sites:
- Housing Administration Office, 435 South “D” Street
- Oxnard City Clerk, 300 West Third Street
- Public Housing Office, 300 North Marquita Street
- Section 8 Office, 1470 Colonia Road
- Palm Vista Senior Building, 801 South “C” Street
- Plaza Vista Senior Building, 401 South “C” Street
This information is provided to the U.S. Department of Housing and Urban Development. The draft is posted for public review for 45 days beginning November 28, 2024. Written comments regarding the proposals are to be mailed to 435 South “D” Street, Oxnard, CA 93030, Attention: Brenda Lopez. Comments mailed must be postmarked no later than January 12, 2025.
The Oxnard Housing Commission will hold a public hearing on the OHA proposed Plan(s) submission on Tuesday, March 18, 2025 at 6:00 p.m., or as soon thereafter as the matter may be heard, in the Oxnard City Council Chambers, 305 West Third St, Oxnard, CA 93030

Ventura County Regional Consolidated Plan for 2025-2029 The City of Oxnard is currently partnering with Ventura County and the cities of Camarillo, Oxnard, Simi Valley, Thousand Oaks, and Ventura to prepare the 2025-2029 regional Consolidated Plan. This 5-year Consolidated Plan addresses community needs and will inform the use of HUD CDBG, HOME and ESG grants within the County.
Public input is needed to help identify and prioritize community needs that can be addressed with the HUD grants. The public is invited to attend a Public Meeting to hear information and provide input on the Ventura County Regional Consolidated Plan for 2025-2029 throughout the county. The Housing Authority of the City of Oxnard is committed to helping students living in Public Housing or receiving Section 8 assistance to pursue higher education. Scholarships are only available to Household members in the Oxnard Housing Authority’s Public Housing or Housing Choice Voucher (Section 8) Rental Assistance Program (please verify before applying).
The current application period for scholarships is April 1, 2024 – June 21, 2024.

Fair Housing
The City contracts with the Housing Rights Center (HRC), a professional fair housing service organization, who can investigate claims of unlawful discrimination and act on behalf of individuals who have been the victims of discrimination. The free HRC hotline is 800-477-5977 and additional resources are available on their website.
