Elections & Voter Information
The Oxnard City Council consists of seven members – the Mayor and six Councilmembers. The Mayor is elected at large by all the registered voters of the City. Councilmembers are elected from one of the six Council Districts, with registered voters from each District voting for the Councilmember who will represent them on the City Council. The Mayor and each of the Councilmembers serve a four (4) year term. In addition, the City Clerk and the City Treasurer are elected at-large by all of the registered voters of the City and also serve a four (4) year term.
For the November 5, 2024 election, the following offices will be up for election:

Candidate Nomination Filing Period
The nomination period for obtaining and submitting candidacy documents for Mayor, City Clerk, Treasurer, and City Council seats in Districts 3, 4, and 6 begins Monday, July 15, 2022, and ends Friday, August 9, 2024 at 5:00 p.m. During this period, a Declaration of Candidacy and nomination papers for Council Members may be obtained from the City Clerk’s Office and filed with the City Clerk’s Office no later than 5:00 p.m. on August 9, 2024.
There is only one seat per district. Please contact the City Clerk’s Office to schedule an appointment to pull and file candidacy documents, during office hours 8:00 a.m. to 5:00 p.m. Please note City Hall is closed alternate Fridays (City Hall will be closed on Friday July 19, 2024 and Friday, August 2, 2024). Nomination papers may be obtained by appointment at the City Clerk’s Office, 300 West Third Street, 4th Floor, Oxnard.
If an incumbent from one of the three Council Districts that is up for election in 2024 (Districts 3, 4 and 6) does not run for reelection, the Nomination Period will be extended by five days to August 14, 2024, for that specific district only. In addition, if the Mayor, City Clerk and/or the City Treasurer does not run for reelection in 2024, then the Nomination Period for that specific office will be extended by five days to August 14, 2024.
FPPC Form 501 – Candidate Intention – must be filed with the City Clerk’s Office before soliciting or receiving any contributions from others or before making expenditures from personal funds for the election (excluding personal funds used to pay the fee for the statement of qualifications for the sample ballot pamphlet).
FPPC Form 410 – Statement of Organization, Recipient Committee – must be filed with the Secretary of State, and a copy to the City Clerk within ten (10) days of receiving $2,000 in contributions. This includes monetary contributions, loans, non-monetary (in-kind) contributions, and the personal funds of a candidate or officeholder used in connection with seeking or holding elective office.
City Council Candidate Eligibility
A Member of the City Council elected to represent a district must reside in that district and be a registered voter in that district, and any candidate for City Council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to Elections Code 10227. Prior to soliciting for any campaign funds OR expending any personal funds for the election, individuals must file FPPC Form 501 (Candidate Intention Statement) with the City Clerk.

Vote-by-Mail Information
As of January 1, 2022, all registered voters will be issued a Vote by Mail Ballot, without having to request it. The Vote-By-Mail ballot can be returned, postage-free through the mail and it will be considered valid as long as it’s postmarked the day of the election or earlier. With the correct postmark, it will be accepted up to the seventh day after the election.

You can register to vote and vote if you are:
- A United States citizen;
- A resident of California;
- At least 18 years of age or older on or before the next Election Day;
- Not currently imprisoned or on parole for the conviction of a felony; and
- Not found mentally incompetent by a court of law.
What is the deadline to register to vote?
To vote at your polling place on Election Day, or to receive your ballot in the mail, you must register no less than 15 days before the election. After the 15-day deadline, eligible voters who have not registered may still vote by registering and casting a provisional ballot at the Ventura County’s Elections Division (Government Center – Administration Building, Lower Plaza – 800 S. Victoria Avenue, Ventura).
