About Our Division
Oxnard’s Affordable Housing and Rehabilitation Division (AHRD) administers first-time homebuyer and home repair programs for low-income residents.
City staff also help with the development of affordable housing throughout the City, including providing gap-financing to developers of affordable housing through funding from HOME, CDBG, and CalHome. All programs are available based upon funding availability.
AHRD also monitors to ensure compliance with affordability restrictions for the City’s portfolio of affordable units throughout the City and provides loan servicing for residents and developers who have received loans for the development, acquisition, preservation, or rehabilitation of affordable housing.
Programs
The City’s Homebuyer Assistance program can provide downpayment assistance (subject to funding availability) for the purchase of a single-family residence, a condominium unit, a cooperative unit, or a manufactured home for low- to moderate income Oxnard Residents.

The City’s Home Rehabilitation Loan Assistance program offers Rehabilitation loan programs for home repairs with zero (0%) interest rate. Repairs must be deemed necessary according to Health & Safety Standards such as roofing, heating, electrical, and plumbing.

The 2021-2029 Housing Element provides housing and affordability information for the City of Oxnard and assigns targets for the construction of new units by the State of California.
The “Inclusionary Housing Program” is administered by the Affordable Housing & Rehabilitation Division. In general, developers of new residential projects containing ten (10) or more for-sale or for-rent dwelling units are required by the City Code to either make an in-lieu Affordable Housing Payment to the City’s Affordable Housing Trust Fund or provide 10 percent of the total units as on-site affordable housing in the manner specified in the attached city ordinances below.

There are approximately 560 Low and Moderate Income Affordable Restricted units throughout the city in the following developments; La Puerta, Village of San Miguel, El Paseo, Sonrisa, Mayfield Village, Sycamore, Sonria, Sunset Pacific, Casa Bonita, Meadowcrest, Heritage Walk, Daybreak, Destination, Hacienda Guadalupe, Orbela, Vista Urbana and some Habitat for Humanity.
Upon sale of these units, the Affordable Housing & Rehabilitation Division calculates the resale value using the formula stated in the Resale Restriction Agreement pertaining to each unit and property cannot be listed for more than the calculated value.
The buyer of the unit would need to meet the Low or Moderate-Income guidelines, depending on the restriction the unit and whether or not the buyer is receiving downpayment assistance, the household must meet the debt ratios that are used for the city’s downpayment assistance program, which are currently 38% front end & 45% back end. Please refer to the Ratios Memo or to the Affordable Housing & Rehabilitation Division HOME & CDBG Policies. The Affordable Housing & Rehabilitation Division does not keep a list of properties for sale as they are listed individually by each owner’s agent. Contact your realtor in order to be informed when one of the affordable restricted units is listed for sale.
If an affordable restricted unit is listed for sale, please contact the listing agent for more information. The Affordable Housing & Rehabilitation Division provides all the information and needed requirements to the listing agent ahead of time. Therefore, Realtors, not the City, will be responsible to make sure the interested buyers meet all the necessary requirements as far as income and to inform them on the price, and the resale restrictions and owner occupancy the new buyer will be assuming for the remainder of the restriction period. Once an offer is submitted and accepted by the seller, the buyers will submit an application with the City to be reviewed for eligibility. Applications will not be accepted without an accepted, fully executed offer.
Note: Restricted Units can only be purchased by income eligible households and can be eligible to receive downpayment assistance if available and if they meet the Oxnard residency and first-time buyer requirement. (Please refer to the Homebuyer Downpayment Assistance Program for more information.)
