About the Program
Established in 1945, the Oxnard Housing Authority (OHA) owns and operates 523 units of federally subsidized low-income public housing. The units are located throughout scattered project sites in the City of Oxnard.
These units range in size from studios to five bedrooms, and are assigned based on the occupancy standards for the program.
Residents living in any of the above public housing units pay rent directly to the Housing Authority. The monthly rent is based upon a percentage of the family’s adjusted gross annual income.

The Online Resident Portal is offered at no cost to current residents living in a Public Housing unit owned and managed by the Oxnard Housing Authority. The portal will allow you to:

What is ROSS?
The Resident Opportunity & Self-Sufficiency Service Coordinator (ROSS-SC) grant program is designed to help families to make progress toward economic and housing self-sufficiency by removing the educational, professional, and health barriers they face. All residents from the Oxnard Housing Authority’s public housing program are eligible to participate.
What services does ROSS provide?
ROSS supports those receiving public housing benefits by providing service coordination and general case management; which involves working with the ROSS coordinator to access community resources. ROSS provides direct referrals to resources such as: housing, health, education, food distributions, child-care, counseling/therapy, legal assistance, homeownership counseling, employment services, financial literacy, and youth and senior services.
How else can you benefit from ROSS?
The ROSS coordinator also works with Public Housing tenant associations. You can obtain information of what is going on in your community so that you can make your voice heard and influence change!

What is FSS?
The Family Self-Sufficiency (FSS) is a HUD program that matches families receiving Housing Assistance (Public Housing and Section 8) with Existing Community Services to Achieve Economic Self-Sufficiency. The Oxnard Housing Authority works with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to enable them to obtain economic independence.
What services does FSS provide?
FSS supports those receiving housing assistance benefits by providing service coordination and general case management to build a more stable financial future; which involves working with the FSS coordinator to access community resources. FSS provides direct referrals to resources such as: child care, transportation, education, employment, personal welfare, household management, homeownership and housing counseling, and financial empowerment workshops.
How else can you benefit from FSS?
In housing, when your income increases, your rent does too. This can make saving money difficult, if not impossible. However, if you enroll in the FSS program, the additional money you pay in rent is deposited into an account, called the FSS Savings Account. You can receive funds if you complete the program by meeting your goals and maintaining or obtaining a job. There are no limits on how you can use the funds!

Application Process for Public Housing
Any family that wishes to reside in public housing must apply for admission to the program. The Oxnard Housing Authority initially requires only the information needed to make an initial assessment of the family’s eligibility to be placed on the waiting list.
Updates on the re-opening of the waitlist for the Public Housing Program will be published on the local newspapers and on this website under Housing Events & Notices (click here).

The following documents will be required to finalize your application:

- Birth Certificates for all family members.

- Social Security Card for all family members.

- Driver’s License or ID card for all family members 18 yrs. of age or older.

- Completed Declaration of Eligibility for Assisted Housing (HUD FORM 214) for each family member.

- Copy of Alien Registration Card (front and back) if applicable.

- Authorization for Release of Information signed by all family members 18 yrs. Of age and older.

- Authorization form to Obtain Records signed by all family members 18 yrs. Of age and older

- Current proof of residency (lease, utility bill, income verification, driver’s license, ID, or bank statement).

The Public Housing Program waiting list is currently closed. If you are currently on the waiting list, you can check your status and update your application by logging into your Application Online portal. Please note: We are unable to determine your position on the waiting list; however, we are able to identify your status on the waiting list and verify the information on record.
It is customary for interest letters to be sent annually, failure to respond will result in removal from the waitlist, therefore, it is important to monitor your application periodically and to report all contact information. Only a few families are selected from our waiting list each month depending on the availability of units. Therefore, you should expect that waiting time for assistance can take several years.
All applicants are placed on a waiting list and are selected by date and time of application and preference only. OHA does not provide emergency housing assistance. Individual circumstances will not alter your position on the waiting list.
