Overview
The homeless crisis impacts every city in California. In Oxnard, the City offers many services and resources to help do its part to solve the statewide crisis.
City staff members administer a number of contracts including the contract for the operation of a 110-bed emergency shelter, street outreach teams, and encampment response program.
Staff also coordinates with a variety of partners both within the City (including Oxnard Police Department, Public Works and others) and regionally through partnerships with Ventura County.
Oxnard Navigation Center
The City of Oxnard has a 24/7, 110-bed shelter temporarily located at 351 S. K St. Oxnard CA 93030. The shelter is operated by Mercy House.
In 2022, the City broke ground on 2nd & B, which will serve as a new, permanent 110-bed emergency shelter and will provide 56 units of permanent supportive housing (including one managerโs unit) at Casa de Carmen. The facilities are expected to open in 2024.

Commission on Homelessness
The commission is a seven-member Citizen Advisory Group, appointed by the Mayor with the approval of City Council. They provide policy recommendations to the City Council on issues related to homelessness (note: the Commission itself does not provide any homeless assistance to individuals).
The Commission has a representative at the County Continuum of Care Alliance. In addition, the Commission is represented on the Cityโs review panel which evaluates applications for funding submitted to the City for various federal entitlement grant programs.
The Commission on Homelessness meets the first Monday of each month from 4:00-5:30 p.m., and meetings are customarily held in the Oxnard City Council Chambers. Commission agendas are prepared and noticed on the City of Oxnard website in accordance with the City’s Sunshine Ordinance.
