The Oxnard City Council initiated the Inter-Neighborhood Council Organization (INCO) to give residents the opportunity to participate in governmental decision-making processes. The INCO serves as an advisory body to the City Council, acting as a liaison between the City Council and residents.
The INCO encourages residents to form Neighborhood Councils to address issues and needs that are important to community members. The INCO provides a forum for residents, through the Neighborhood Council Chair, to share their interests and needs with City leadership.
The INCO is a legislative body of the City of Oxnard whose general membership is composed of chairpersons of all active Neighborhood Councils. A five-person Executive Board is elected each year to preside over the INCO; executive board members must be a neighborhood council chair at the time of election.
The INCO meets on the first Wednesday of each month at 6:00 p.m. in City Council Chambers. INCO meetings are broadcast live on YouTube.
