City Manager Alexander Nguyen Announces Appointment of Deputy City Manager

 Oxnard, CA – Oxnard City Manager Alexander Nguyen announced, effective immediately, the appointment of Assistant City Attorney Shiri Klima as Oxnard’s new Deputy City Manager.

Ms. Klima has served as an Assistant City Attorney in Oxnard for over two years. In that time, she has lead the City’s groundwater management negotiations, overhauled the City’s procurement system, lead an effort to submit FEMA grant applications for projects totaling over $12M, and recovered full payments from agencies owing the City significant costs.

“Ms. Klima has proven to be an effective and creative problem solver for Oxnard,” Nguyen said. “She will bring a high level energy to the City Manager’s Office.”

Klima has over a decade of experience with municipal government, having advised many cities including Indio, Highland, Yucaipa, Rancho Palos Verdes, Beverly Hills, Agoura Hills and Wasco as well as a workforce development joint powers authority in southeast L.A. County.

Ms. Klima will oversee the Finance, Information Technology and Human Resources Departments. Ms. Klima brings experience in strategic planning; procurement; negotiating high-value contracts; state and federal grants; creating partnerships with neighboring agencies, nonprofits, and school districts for community goals; negotiating with regulatory agencies; recruiting, hiring and evaluating managers; fraud investigations; ballot measure processes; wireless telecommunication leases; and evaluating departmental policies and procedures.

Ms. Klima is a member of the California State Bar and volunteers with the Anti-Defamation League, Teach For America and School on Wheels. Ms. Klima holds a bachelor’s degree from the University of Michigan, a master’s degree from Arizona State University, and a juris doctorate degree from the University of Southern California. Prior to her municipal experience, Ms. Klima was an eighth grade language and ESL teacher in South Phoenix.
