Oxnard Permit Simplicity Act (Measure F)

The “Oxnard Permit Simplicity Act” Program (Measure F) is the result of a voter approved ballot initiative and is now codified in the Oxnard City Code as Chapter 26. This program allows for the issuance of a Permit in 1 business day provided the following steps have been satisfied:

Eligibility Summary

• Project applicants are required to be licensed by the State of California and practicing within their discipline; they are required to complete Measure F Training provided by the City, and they are required to obtain and show evidence of $1,000,000 professional liability insurance that will be held for 5 years.
• The project is required to obtain all necessary pre-approvals: Planning Permits/Entitlements (including CEQA compliance); plan check approvals from the Oxnard Fire Department, Planning Department, Electrical Plan Check, and any other necessary outside agencies.
• Grading/Public Improvement Plans necessary for the project are required to be fully approved and executed, grading completed, and a pad certification obtained.
• A structural peer review of the project by a 3rd party Structural Engineer selected from an approved list is required.

Once the Measure F project is issued a permit for construction, the project will be Audited (Plan Checked) for consistency with the Oxnard City Code, the California Building Standards Codes, and any other applicable laws and standards. Deficiencies found during this Audit process or during field inspections may require the stoppage of work until the deficiencies are corrected.
