Service Hours
The Oxnard Service Center provides services in the areas of utility billing, business licensing, code compliance, planning, building & engineering, traffic engineering, and transportation planning.
Utility and Business License payments (check or money order) can be dropped off in the appropriate payment slot.
Community Development Counter Hours
Visit the Community Development Counter located inside the Service Center during the following hours to process permits, submit for plan check or ask general Planning, Code Compliance, and Building and Engineering questions. Click here to view popular visiting days and average wait times.

The service windows for Cash Receipts, Utility Billing, and Business Licensing at the Service Center offer the following service hours:

| Wednesday | 9:00 a.m. – 4:00 p.m. |
| Thursday | 9:00 a.m. – 4:00 p.m. |
| Friday | 9:00 a.m. – 4:00 p.m. (Closed alternating Fridays) |
Utility Billing and Business Licensing customer service phone lines and emails continue to be available between 8 a.m. and 6 p.m. Monday through Thursday, and between 9 a.m. and 5 p.m. on alternating Fridays.
