The Capital Projects Management team oversees all of the Public Works engineering, design, and project management functions of the Capital Improvement Program (CIP).
This includes construction, project management, inspection, procurement, and master planning functions. The Division includes staff with diverse experience in master planning, value engineering, civil engineering, process engineering, landscape architecture, project management, construction procurement and coordination, Public Works inspection and asset management.
Capital Improvement Program (CIP)
Five-year CIP plans provide the roadmap for how the city will protect and enhance our public infrastructure.
The projects identified in the CIP include those in critical need and those in response to community-identified and council-selected priorities such as: restoring proper street paving cycles and repairing alleys; ensuring adequate future water supply; protecting the public’s safety; providing recreational opportunities such as the South Oxnard Aquatics Center; and improving the City’s ability to respond quickly and effectively to natural disasters. The CIP does not address maintenance work.

CalRecycle Pavement Grant
Funded by the CalRecycle Pavement Grant, the City diverted 81,625 California passenger tire equivalents (PTE’s) from the waste stream and recycle them to use in asphalt mix for the following projects:
- Kamala Park And Bartolo Square South Neighborhood Street Resurfacing – 25,361 PTE’s diverted
- Hueneme Road Improvement Project Arterial Street Resurfacing – 1,547 PTE’s diverted
- East and West Gonzales Road and Oxnard Boulevard Street Improvement Arterial Street Resurfacing – 54,717 PTE’s diverted.
