The City of Oxnard is Committed to Safe Drinking Water
As a City of Oxnard customer, you expect your drinking water to be safe. The City of Oxnard Water Resources Division is committed to providing you the healthiest, highest quality water, but we need your help to prevent contamination. This is done through the Cross Connection Control Program and testing of backflow assemblies.
Backflow assemblies must be tested at the time of installation, annually (once a year) after installation, after repairs and after relocating. Customers will receive an annual notice with a testing due date. Please arrange for testing on time to avoid late fees or service disconnection.
Many ordinary activities, under the wrong circumstances, can lead to water contamination. For example, a garden hose submerged in a tub of water to wash your pet or your car, or connected to a garden sprayer containing fertilizer or insecticides, can lead to contamination of the water in your business or household pipes or in the City water system. Taking simple precautions with your water use can prevent drinking water contamination.

Backflow assembly tests in Oxnard can only be conducted by businesses that are certified by the County of Ventura Environmental Health Department and are licensed to do business within the City of Oxnard. See below for a list of testers.
A cross connection is any connection between piping that carries drinking water (or potable water) and the piping or fixtures that carry water not suitable for drinking (or non-potable water) or other substances that are not safe to drink, such as cleaning products, yard and garden chemicals, automotive products, water from irrigation systems, fire sprinkler systems, or private wells.
The Federal Safe Drinking Water Act sets the overall public health standards for public drinking water systems. The federal government has delegated authority for overseeing drinking water standards in the state to the California Department of Health Services. Title 17 of the California Code of Regulations requires every water purveyor to administer a cross connection control program that protects the potable water supply from potential sources of contamination.
Drinking water normally flows in one direction, from the water meter to a plumbing fixture. Under certain circumstances, it can flow in the opposite direction — this is called “backflow”. A backflow incident can happen at any time. All that is needed is a water pressure drop in the public water system main line, most commonly caused by firefighting, hydrant flushing, flow testing, a water main break, or extreme high usage on the water system.
If such a pressure drop occurs, any connection to a non-potable water source could be siphoned back into the customer’s drinking water piping, polluting the water within the home, and even into the water mains in the street, polluting the public water system. The only way to prevent such incidents from occurring and to maintain safe drinking water is to use backflow prevention devices and to make sure that they are correctly installed and adequately maintained. Our drinking water is among the safest in the world, but it requires efforts from all of us to keep it that way.
Backflow assemblies are devices placed on cross connections to prevent water from backflowing into the public water system. The most common type of backflow assembly is a double check valve assembly, which consist of two independent check valves, two resilient seated shut off valves and test cocks. To ensure they work correctly, all backflow assemblies must be tested annually with the exception of atmospheric vacuum breakers.
If your irrigation system, fire sprinkler system, swimming pool, or spa was permitted with a building permit through the City Development Services Department when it was installed, adequate backflow protection was required. If you are not sure if it was permitted or if you are not sure if backflow protection was properly installed, please contact the Public Works Department Call Center, at (805) 385-8136. The water supplier is responsible for water quality and for implementing and maintaining a cross connection control program to prevent pollution or contamination of the public water system. The water supplier’s responsibility ends at the outlet side (the customer’s side) of the water meter. Once the water is on the outlet side of the water meter or service connection, responsibility and liability falls to the owner or property manager.
Backflow Testers
The City of Oxnard Water Division is pleased to announce web-based Backflow Test reporting utilizing Tokay software.
All approved backflow testing companies and/or testers will be required to submit test results online starting December 1, 2020.
This new process system will help us enforce annual certification requirements to further protect public health. It will also allow testers more control and better information regarding test reports as they are submitted.
Step 1 – Provide Valid Tester Information
To begin using the web-based portal for test reporting, please email the following information to [email protected]:
- Your name, phone number and email address
- A copy of your current Ventura County Backflow Prevention Assembly Tester Certificate
- A copy of your current gauge calibration certificate (must be calibrated within the past 12 months)
- A copy of your current Oxnard Business License (for more information, visit https://www.oxnard.gov/billing-and-licensing/business-licensing)
Please note: Without this information, NO tests submitted to the City of Oxnard will be accepted after December 1, 2020. Please note that when your certificates expire, your login credentials will be suspended until we receive your renewed certificate(s) by email to [email protected].
Step 2 – Verification and User Name/Password
After your information is submitted and verified, you will be contacted by email with a User Name and Password to access the web portal.
Step 3 – Web Portal Login
With your login credentials, you may access the web portal at https://oxnard.tokaytest.com and immediately begin to submit test reports. The web-based portal also allows you to review your information and lookup backflow devices and can be used in the field or office from your desktop, laptop, tablet, or smart devices.
