For projects that are not exempt from the environmental review process, CEQA requires the preparation of an Environmental Impact Report (EIR) for a project which may have a significant environmental effect (CEQA Guidelines, Section 15064(a)(1)), or of a Negative Declaration (ND) or Mitigated Negative Declaration (MND) if no significant environmental effects will occur (CEQA Guidelines, Section 15070).
The environmental documents listed below have been prepared and are available for public review.
The public review period ends at 5:00 p.m. on the last day of the Review Period.
All comments should be provided in writing to the Staff Planner and received by the planner before the end of the public review period. Project Title: Maulhardt-Stiles Sub-Neighborhood Plan Project

Project Location
The approximately 107-acre Project Site is located in the Northeast Community Specific Plan (NECSP) area. The Project Site is generally bounded to the north by Cesar Chavez Drive, to the east by Gibraltar Street/East Village Park, to the south by Camino Del Sol, and to the west by North Rose Avenue. The Project Site includes one Assessor Parcel (APN) owned by Oxnard Union High School District (OUHSD) (APN 214-0-020-635) and two parcels (APNs 214-0-020-615 and 214-0-020-625) owned by the Applicant. Regional access to the Project Site is provided via U.S. Route 101, approximately 0.7 miles north of the Project Site. The zoning for the Project Site is Multiple-Family Residential Planned Development (R-2-PD), General Commercial Planned Development (C-2-PD), and Community Reserve (C-R), and its General Plan land use designations are Residential Low-Medium (RLM), Commercial General (CG) and Park (PRK).
Project Description
The Project proposes to implement the City of Oxnard 2030 General Plan and the NECSP by regulating development of up to 950 residential dwelling units, a maximum of 40,000 square feet of retail and general commercial space, and public parks on the undeveloped portions of the Project Site north and southwest of Del Sol High School. Proposed buildings would vary from one- to four-stories tall.
As Sub-Neighborhood Plans are adopted by amendment to the NECSP, the Project also includes an amendment to the NECSP and a corresponding General Plan Amendment to change the land use designation for the Project Site and a Zone Change to change the zoning for the site to be consistent with the Sub-Neighborhood Plan. A vesting tentative tract map to subdivide the site in conformance with the Sub-Neighborhood Plan is also proposed.
The proposed NECSP Sub-Neighborhood Plan identifies three planning areas referred to as Areas A, B and C, within the 107-acre Project Site. The proposed Project would regulate the development in Planning Areas A and C. Planning Area B contains the existing Del Sol High School, opened by OUHSD in July 2023, which occupies the central 50.7 acres of the Project Site. OUHSD, acting as lead agency for the Del Sol High School Project, prepared and certified a separate EIR, New High School No. 8 (Del Sol High School EIR) (SCH # 2019029101) in November 2019 for this high school.
Area A, the North Neighborhood, includes the northern 44.5 acres of the Project Site and is planned as a residential neighborhood including various housing types, multiple parks, and open spaces, with neighborhood commercial uses.
Area C, the Southwest Neighborhood, includes the southwestern 11.8 acres of the Project Site, and is planned to include attached and multi-family housing, along with neighborhood parks and open spaces.
The Project’s proposed Tentative Tract Map would create a minimum and maximum number of residential dwelling units that would be allowed within the 12 master lots within the Project Site. Each lot could be developed within these ranges provided that the total number of residential units does not exceed 950 units

Public Review Period and Scoping Meeting
The City has established a 30-day public review period from February 13, 2025, through March 17, 2025, for this NOP. During this review period, the City aims to share Project information with the public and gather feedback from agencies, organizations, residents, business owners, and other stakeholders on the EIR’s scope, content, mitigation measures, and potential Project alternatives to reduce environmental impacts.
During the 30-day public review period, the City will also hold a public scoping meeting on March 4, 2025, at 5:00 p.m. at Oxnard Public Library located at 251 South “A” Street Oxnard, CA 93030. The public scoping meeting will provide an additional opportunity to receive and disseminate information, identify potential environmental issues of concern, and discuss the scope of analysis to be included in the EIR. The scoping meeting is not a public hearing, and no decisions on the Project will be made at this meeting. It is an additional opportunity for agencies, organizations, and the public to provide scoping comments in person or virtually on what environmental issues should be addressed in the EIR. All public agencies, organizations, and interested parties are encouraged to attend and participate in this meeting.

Project Title: Lockwood III Apartments

Project Location
The project site is located on an approximately 225,348-square-foot (5.17-acre) site located in the northeastern portion of the City of Oxnard within the County of Ventura. Specifically, the site is located at the northwest corner of Outlet Center Drive and Lockwood Street on Assessor’s Parcel Number (APN) 213-0-090-275. The Project site is currently an undeveloped, vacant parcel south of and immediately adjacent to the U.S. 101 Freeway. The site’s zoning designation is Business Research Park (BRP), and its 2030 General Plan land use designation is also BRP. This project site is not on the lists of sites enumerated under Section 65962.5 of the Government Code.
Project Description
VM Development LLC, Inc proposes to construct a five-story, 373,069-square-foot (SF) mixed-income, multi-family residential development located within one building and would contain a total of 234 residential units, including 30 low-income level units and 8 very low-income level units. The residential unit types consist of Studio (16 units), 1-bedroom, 1-bath (86 units); 2-bedroom, 2-bath (108 units); and 3-bedroom, 2-bath (24 units) residential spaces. The Project proposes parking on the first floor, and residential units would be split between the upper four stories. The Project would provide various amenities, including a courtyard, park areas, decks, bicycle storage, extra storage, a setback open area (which would include two bocce ball courts, a pet park, and a putting green), a fitness area, a multi-purpose room, a community room, pet care, and a fifth-floor deck and lounge. In accordance with Section 15070 of the California Code of Regulations, the Planning Division of the City of Oxnard has determined that there is no substantial evidence that the proposed Project would have a significant effect on the environment, and that a mitigated negative declaration (MND No. 24-01) may be adopted.

Project Location: The 161.12-acre project is located within the unincorporated area of Ventura County adjacent to the west of the City of Oxnard, within the City of Oxnard Sphere of Influence (SOI),and north of the Oxnard Airport. The Teal Club Specific Plan (TCSP) area is within the established City of Oxnard Urban Restriction Boundary (CURB). The project area is bounded on the north, south, and east by the City of Oxnard. The TCSP area comprises seven contiguous assessor’s parcels bounded by Doris Avenue on the north, Patterson Road and a planned future site for Oxnard School District educational facilities on the west, Teal Club Road on the south, and Ventura Road on the east. The additional annexation area comprises nine assessor’s parcels on the south side of Teal Club Road, north and west of Little Farms Road and bisected by Mallard Way.
Project Description: The Teal Club Specific Plan was developed to be consistent with the 2030 General Plan and related City Master Plans and policies, and in consultation with the Oxnard School District (OSD) and Oxnard High School District (OHSD). The TCSP sets forth a proposed development program within 14 proposed Planning Areas (PA) for a mix of land uses on the approximately 149.72-acre TCSP portion of the project area. The TCSP area does not include the additional annexation parcels, totaling 11.4 acres south of Teal Club Road.

Project Location The Project site is located on a 14.33-acre (approximately 624,372 square feet) site located in the southern portion of the City of Oxnard within the County of Ventura. Specifically, the site is located at 5980 and 6000 Arcturus Avenue on Assessor’s Parcel Numbers (APN) 231-009-313 and 231- 009-315 respectively.
Project Description The proposed Project includes the construction of a 105,383-square-foot cold storage facility which would include the import/export and distribution of fresh produce and refrigerated foods. The first floor would consist of 2,700 square feet of office space, 55,836 square feet of racked cold storage space, and 44,147 square feet for the controlled temperature loading docks, and the second floor would consist of 2,700 square feet of office use. The main entrance to the facility would be located along the building’s western edge. The proposed facility would be two stories and up to 50 feet in height. A guard check-in station would be located near the building’s southwestern corner and would allow for on-site truck queuing. Two refrigeration chillers would be located east of the building, and a covered trash enclosure would be provided near the Project’s proposed northern mid-site boundary, adjacent to the container stack rack system. The Project site would include an eight-foot-tall decorative concrete block wall around the perimeter of the site. Public Review Process A 30-day public review period for the IS/MND was established and noticed, in accordance with the requirements of Section 15073 of the CEQA Guidelines. In accordance with Section 15074 of the CEQA Guidelines, prior to approving the proposed project, the City of Oxnard Planning Commission will consider the proposed IS/MND together with any comments received during the public review process. As described in Appendix I, Response to Comments, agency comments received during the public review period have been assembled, responses have been prepared, and revisions to the IS/MND have been completed, where appropriate. Where text changes in the Draft IS/MND are warranted based on comments received, those changes are noted in the response to comment and identified in the Final IS/MND in strikeout and underline. The Planning Commission will adopt the proposed IS/MND only if it finds that that there is no substantial evidence that the project would have a significant effect on the environment. Based on the comments received during the review of the Public Review Draft IS/MND, there was one modification to an evaluation in Section 3.9. The modification includes added text that is noted with an underline. These changes are minor and do not alter the conclusions of the Public Review Draft IS/MND. Written comments were required to be submitted to the City of Oxnard by 5:00 p.m. on November 30, 2023. Commenters were requested to include “Arcturus Warehouse LLC” in the subject line.
